[Discussion] Is it possible to sue if the shelter lied about health of the adopted animal?Dog Talks

I was wondering if its possible to sue the animal shelter in small claims court if they misled me on the health of the dog I adopted? They said he was healthy but when I went to the vet to get him checked up and it turns out the dog has a grade 3 heart murmur, poor dental health, a cracked tooth, and tracheomalacia.

The dog was found to have tracheomalacia after he had a bad reaction(stopped breathing in his sleep) to trazadone prescribed to him by a vet before his visit to get a heartworm test. I ended up spending several hundred dollars (>$700) overall to get him an emergency visit as well as visiting two different vets to check on the heart murmur. I have recorded messages from the guy at the shelter who handled the adoption and he said they would reimburse me as well, but has so far gone silent and is now ghosting me on Facebook and by text. It also seems he has done this with foster parents before as well.

What are my legal options to get reimbursed?
